There's a new rule that's being implimented into the Prem next year that states that all players must recieve a number pre-season, numbering 1-25. This counts for all players discounting players aged 21 or under. This rule was created to encourage the production and promotion of youth players, rather than than buying established players from other clubs. This rule has also existed in Spain for some time.
