Player deal falls through

Hi,

I'm playing a game as Eastleigh and this is my 3rd season. I'm in preseason in League 2 and trying to do some free transfers. I found some good players on the market and offered them contracts around 1st of July. Now its 30th of July and I get all these messages saying "*** deal falls through" and in the message description I get "***'s proposed transfer to Eastleigh has been cancelled."

What might be the reason for this?

At first I thought it might be because my transfer budget is 0, but I looked at my offers and I never offer them sign-on bonuses. And I've done free transfers in the previous seasons so I cant really figure out the problem.

One other think I think might be the problem is that I just turned professional. All the transfer offers are for full-time contracts so can that be causing a problem (even though it shouldn't). I also offered full-time contracts to all my part-time players and havent gotten any responses from them yet. Is there a problem with semi's turning pro?

I actually loaded my game from the last save (i had already offered these players contracts), and strangely a day later all the players responded. I don't know what caused this but its probably a bug.
