If you're a lower league English team the only players from foreign clubs who will come up are those who are well known across the footballing spectrum. So using your Barcelona example the only player under £300k value could be a 35 y.o. Carles Puyol who is in the last 6 months of his contract, for example. Every other player under that value would be a youth player who hasn't developed a reputation, or a B-team player who is never going to develop a reputation. To be able to see these types of players you have to gain good knowledge of Spain either by linking with a club with that knowledge, signing a member of staff with that knowledge, or sending a scout on assignment to either Spain or Central Europe (takes longer but is permanent). Either you havent enough in various countries/regions or perhaps there are players which arent well known. in that case, scouting someone a couple of items will reveal all there attributes.
