What does the Rushing Out attribute mean?

Just a quick query. Riz Remes recently stated here that Rushing Out refers to a goalkeeper's tendency to come off his line, rather than his ability at doing so.

However, in-game, my assistant manager says that Rushing Out is my goalkeeper's main weakness, and defines it as 'his speed at coming off his line to sweep up any through-balls'.

So does Rushing Out refer to a goalkeeper's preference, as Riz says, or his ability, as the game seems to suggest?

Ive always thought rushing out was the keeper coming out off his line to collect loose balls and collect any crosses, rather than standing still. So command of area is also as important. The eccentricity is the goalkeepers tendency to do a Barthez and come out and dribble!
