I should've asked this a while ago, but what does this actually do?

I think it gets the board off your back if your under pressure, buys you a bit more time, but they'll expect results.

This is for managers that have taken over a club with high ambition and inherited a poor squad that needs additions, it is effectively saying to the board "Results have been poor lately but when the window opens and I can bring in a few of my own players you will see an improvement".
ie: taking over a club in september/october and only sparsely picking up points between then and xmas may cause the board & fans to get on your back when you have had no chance to even look at the personnel, which may be poor and have no hope of acheiving what is expected.
Asking for more time from a dissatisfied board :thup:

It's actually worked for me on FM10 at Brescia where as CMOZZA says, I took over them when the transfer window had closed....lost too many games....job security became 'very insecure', went to the Board to ask for extra time and board responded well and my job security improved aplenty.

So as far as I can see....it does actually work. Or did then. :)

I've never actually had it allowed for me, but I guess I didn't know what it was so I didn't ask for it at the right time!
