transferring players

what are the factors to transfer a player? i know the reputation of the club, the wage structure and the transfer budget and along with the reputation of the manager and the reputation of the competition.do i miss some factors? because i created a league with a level 18 reputation (similar to EPL) and the club that want to sign has a reputaion of 7000 and the wage that can be offered is up to $80k.and im planning to sign a player that has a potential and current ability that does not exceed 140.does the reputation of the nation is a factor? and the cities in it?
