Players in inactive leagues simply rot?

I only have England loaded down to L1 with some other top leagues on view only. There are plenty of players in inactive leagues that don't seem to be playing any games and aren't getting any better. I have a feeder that is L2 and sent some young players there and the entire team wasn't playing any matches after getting knocked out of cup matches.

Is it supposed to be this way? I thought in FM09 the players still had stats generated in inactive leagues which allowed players to still develop.

I dont think it works if you are loaning players to them though. Or at least there isnt as drastic an improvement as if the league were active.

The point about inactive is that the data is not being processed - e.g. no matches, so yes they do 'rot'. It's a good idea to activate the Belgian first division for instance, if you think you'll want a feeder club for work permits.

On FM08 I used to loan players out to inactive leagues like Belgium, and when you checked the players profile page, they had games listed as having played, for example 20 or 30 league games. I would be surprised if they have taken that out since then?

thats what i thought but ive got some players on loan to inactive leauges and when i look at there profile there are only cup games there, its very annoying i thought the system in 08 was much better
