Have you tried to get him to sign a new contract? A work permit won't be just awarded out of thin air.

But to get a work permit (Or to no longer need one), one of 2 things needs to happen:

1) Player plays in the country long enough to become a citizen of that country (In England that's 5 years IIRC)

2) The player needs to play in 75% or more of his countries international matches over the past 2 years. If he's close to that already, that could happen quickly.

Your best bet is to ship the player out to a feeder club in a country like Belgium, where he'll get a permit in 3 years instead of the 5 it takes in England.
