In my fm2009 the italian reserves dont seem to play in a league like in england is this the norm?

There are no reserve leagues in Italian football.

Best option is to send all your reserves out on loan.

Its a real pain, but I set up as many friendlies for the reserves that I am unable to lend out and the first team players who aren't getting games.
