[FM10] Able to load additional staff to database?

Are we able to add additional staff to the database, as we do players, through the custom database filter? Or are we stuck with limited staff again? I ask because it seems like most of the staff available in a game are from playable leagues. However, when building a club's scouting knowledge of the world, it is advantageous to have foreign scouts beyond the playable leagues.

Do you mean can you add staff using the editor?

If so, then the answer is yes.

I was asking about the custom database option that we can use when setting up a game. Small/Medium/Large/Custom.
