Adding more divisions

Ever since I got my first FM game, in 06, I have been wishing for the possibility to be able to add more divisions with the editor. Now that it is possible I can finally complete the Finnish league system, instead of having to play only the Premier or First division. So today I got to work, I transformed the second division from inactive to active and then created the third, forth, fifth, sixth and the seventh divisions into the game, only to find out, that when I clicked the "test nations rules-button" to see if everything is working, that the "Finnish Lower Division" must include atleast 100 teams. So was all my hard work for nothing? I hope not. Is it possible to somehow get around that "rule"?

I think that that rule is for the cups so there will be enough teams but i dont think that you can get around it.
