Another company has exclusive rights to these and they aren't up for renewal for another couple of years so it's not a situation that is likely to change. I'm guessing you mean the English Premeirship as a number of other top leagues (Spain/Italy etc) have had licenses in FM09. However for the Premeirship, EA Sports hold the license for a number of years so it is not possible for them to be included with the game.
