Argentinian league

Hey guys, I'm hoping someone can help me here who's played in the Argentinian leagues before -

I'm currently playing FM08 and have ventured into the Argentinian leagues for the first time ever and have encountered a couple of problems. I'm currently in January 2009 and am having difficulty in getting players in on loan. I'm able to make a cash offer for a player but am unable to make an offer to loan the player. I know about the max 4 player signings in the winter window so wondered if this had anything to do with it. I'm not totally sure as other teams in my league are getting players in on loan, it's just me that can't.

Also, I have a few players whose contracts are expiring in June and I'm unable to get them to re-sign. They agree terms and everything but then I get a message saying that so and so's contract couldn't be renewed. I'm well under budget too. I'm at a loss as to why the contracts aren't being renewed.

Any help would be much appreciated.
