Do referees book players for time wasting or no?

Took practicly 35 seconds in r/l to take a free kick and he didn't get booked, I lost 3-2.

haven't noticed anything like that. should be implemented if not already in the game.

anyway, this 30 second throw in/free kick taking is usually helping me, so.. :D

Someone brought this up a while ago and people apparently said it is implemented, but I've never seen it personally.

I just witnessed the oppo keeper handling the ball outside of his area.

First time I've seen this and I've been playing FM since a week after the official release. Who knows the whole time wasting thing is really in there, but one of those very rare things that pop up if you're lucky/unlucky.
