Part time means that players have actually another job and they get the most of their income from there. They just train after work and at weekends and earn some extra, but nothing particular. In football it means that they have less time to practice than professional players (e.g. 1 practice session for a day instead of 2, perhaps even 3-4 trainings per week maximum).
