Scouting reports for players and assistant reports

after spending a while studying reports and the values of the star rating's it is clearly evident that they get given on CA alone and not actually stats, this can be very missleading when picking a team based on star rating of players. I am lead to beleive that a player with a lessor CA would be better then that of a higher player if he had better stats ect..

i can understand having the PA rating in stars but im not sure the current set up of CA is a fair guide to gageing a players skill, is there any way to improve this slightly?
