Seriously, DanGLiverpool, its because the national competition formats, qualifications, etc, are all hard-coded in the game, rather than read from data files (configuration files or the database) as the clubs, players, and staff are.

This has been mentioned before, can you not activate a deactivated nation i.e. the CIS, Zaire or West Germany and edit that as you see fit?

You can create new nations. The boffins in the Editors' forum do it all the time - take a look.
