Yes they may be more common in Thailand and Korea but the nationality of Kim Hak-Bum is Japanese and he has no second nationality.

Kim is still a Korean name. He'll probably be a third generation ethnic Korean whose taken Japanese nationality. Very unusual to keep the Korean name though.
