stadium wont expand

i am managing nec for 5 years now, getting them in the uefa cup 2 times on a row. the stadium is always full, and my balance is around 70 mill. the stadium is expandable to 30000 seats, which is 12500 at the moment. in my 3th year i asked the board to expand the stadium, and they were considering to do it. now, 3 years later the board is still considering it, and if i ask again they tell me that they already stated to consider expanding the stadium.

so when can i actually expect the bigger stadium. and is there a other way to get it faster?
