Blackburn, Bolton. Newcastle divide using the steps, Fulham is dedicated away pretty much, although some of that is for neutral fans if they wish. There are more aswell, going down to Chamionship, Birmingham have a tier in a stand for away fans. What your saying is the exception rather than the norm.
