stupid question

Im just starting out playing FM09, trying to understand the "new" star ratings.

Now my confusion stems from the relation to staff current/potential scouting skills and the players Current/Potential abilitys.

Ive read that good training in targeted areas will "use up" the potential abilitys a player may have avalible, the loss of un-needed skill points can be moved to areas where you want skills thru training. but a player cant improve beyond his potential.

My stupid question is this - Im playing as a smaller club in English league 1. My staff are not that good at scouting (best is 10/10) my scout is 11/12. so the info im getting re-player Potential etc, is not overly good. So to which Level can i train my players - only to the level my Staff can see, or is a good player a good player and will they improve beyond what my lacking staff can see if i get the training right?? (my training is 3 star)

eg. if as a 16yo Wayne Rooney was at say... Rochdale insted of Everton would he still be the Wayne Rooney of today? (in game terms)

Naturally, if a staff member with 11.12 assumes the guy has 5* potential, he could actually have 3* or 7* - so yes, he could improve beyond the potential your scout see's. He could also fall dramatically short. However, Scout / Coach CA / PA Ratings, unless have perfect attributes, will rarely mirror actual player CA and PA
