I've only ever seen reputation rise and can't imagine why it would lower (surely once your continentally known then you'll always be continentally known), but that's not to say it wouldn't. I guess the problem with finding out is that very few players will accept steadily getting worse in their career games. Most players will only carry on if they are getting better and more successful. That being so, I'd suggest that the best way to experiment would be to create a manager and build success with him for a number of years; enough that his reputation rises to a high level, and then resign him from his job and leave him on the sidelines for a long time after.
