Prem always has different rules - like when West Ham were only fined over the Tevez affair instead of being docked points (which would have got them relegated) like AFC Wimbledon who broke the same rules. Or how Man Utd are allowed as much time added on as they need until they score...

with West Ham though isnt the fact that they have to pay compensation to one of the teams that got relegated (cant remember which team) a way of the league admitting that they were in the wrong for not docking points?

i assumed the FA set these rules not the leagues and they would be the same for all.

The FA set the rules for the Premier League while the Football League set the rules for the other divisions iirc.
