If you want them to gain an EU nationality, they must be in a particular country for long enough, then maybe he will gain a European nationality as his 2nd nationality. As for the Liverpool problem, you need to go to Liverpool squad, click "Affiliated Clubs" and see what types of links exist. You need to have a European club there "for work permit reasons".
