I signed an African player in August and tried to send him to my Bulgarian WP feeder, but was told that the club "cannot loan players outside the transfer window". I have tried every month since then without avail. Now it has come to January, the other major transfer window - and I still get the same message!! I believe you can only get that information ingame if you have that particular league loaded. It will then appear in the 'Rules' section when viewing the league screen.
