Because SI don't have the license for the German national team.

Because of licensing issues. I believe EA has the rights for the German national team to themselves :)

What these people have said. Because SI don't have the license they aren't allowed to have the team playing therefore made up grey players fill the spots. With time they become manageable with regen players, but I don't know of a way to allow yourself to manage the club with the real German players. I don't know if you were to Google it, something would come up.
